Meet the Team
Oropeza Consulting Co. was founded by Eliana Oropeza, MPH and Tiara Munoz, MPH.

CEO and Co-founderEliana Oropeza is a first-generation Mexican American college graduate born and raised in the Central Valley. Eliana Oropeza has over 10 years of Public Health experience. She has a wealth of public health experience including working at the non-profit, governmental and a health care system. Some of her previous work includes working closely with promotoras to implement the Diabetes Self-Management Education program for adults with type 2 diabetes, the Madera County Oral Health program, the Fresno County Tobacco Prevention Program and the Babies First Program in the implementation of tobacco-free policies and the promotion of health and well-being of mothers, babies and families. Eliana grew up in the Central Valley, California and is the first in her family to attend college. She attended Reedley College, and University of California, Irvine and San Jose State University. She is currently also an Adjunct Professor of public health at Bakersfield College and San Jose State University. On her spare time, she spends time collecting antiques, running, exploring nature, photography and videography, with her family by her side.

Co-founderTiara’s journey into public service began at the young age of 18 when she enlisted in the United States Navy. Over the course of eight years, she served her country in two overseas tours, taking part in crucial humanitarian efforts in Djibouti Africa, and the Middle East. Her responsibilities during these deployments ranged from teaching basic English literacy and mathematics to impoverished and displaced orphans to assisting collegiate students with their graduate work.
After completing her service with the Navy, Tiara continued to dedicate her life to addressing disparities in healthcare and public assistance. She earned a Bachelor of Science in Education from the University of Memphis and went on to work with migrant farmers and their families. Her mission was to tackle drug and alcohol use among youth by using culture and family as protective factors. She also worked tirelessly to enhance cultural awareness in rural communities and educate them about healthcare and public assistance systems in America.
In 2021, Tiara Munoz obtained her Master of Public Health and transitioned into the role of Tobacco Prevention Coordinator for Saint Agnes Medical Center. In this role, she seamlessly merged her expertise in public health and healthcare, focusing on building advocates for tobacco cessation and health resources tailored to indigenous Hispanic/Latino, Hmong, and African-American populations. She dedicated herself to developing linguistically and culturally appropriate resources, ensuring health professionals were trained in cultural awareness, and collaborating with local promotoras and community leaders to connect and educate the community.
In 2023, Mrs. Munoz took on the pivotal role of Public Health Program Manager for the Community Wellness division of the Madera County Department of Public Health. Here, she oversees seven health promotion and policy-focused grant programs, including Cal Fresh Healthy Living, Tobacco, Oral Health, PREP (comprehensive sexual education), REACH, Prevention Forward, and the Diabetes Prevention Program (DPP). In her role, Tiara provides guidance to a team of seven staff members and works diligently to establish, maintain, and foster positive and harmonious working relationships with public officials, administrators, employees, and all others encountered in the course of her work.
Tiara Munoz’s journey is a testament to her unwavering dedication to public service and her unrelenting efforts to promote health equity in every community she touches. Her story serves as an inspiration to all those who strive to make the world a better place through selfless dedication and a passionate commitment to the well-being of others.
